Background: I am trying to use bound to place a group cells inside certain region, but looks like quite a few cells are out of the region. So I spent sometime to study the difference.
bound: is kind of constraint, ICC will try to meet, but it won't guarantee. It is kind of "nice-to-have"
plan: is s requirement, ICC will meet the requirement.
